Amendment 16

From now through the end of April, some people will come to the library in quest of tax forms, with no other use of the library in mind.

Amendment 16 is the basis for the Federal Income tax, and the State and local Income taxes that piggyback on it.

Nos. 30 and 31 of the Federalist Papers discuss government's power to tax in the proposed U.S. Constitution. Kilgore Memorial Library has copies in Great Books of the Western World, v. 43, Debate on the Constitution in the Library of America Series, and in an annotated edition published in 1947.
